Ich hab jetzt herausgefunden, dass mein Displaymanager slim dafür verantwortlich ist, allerdings hab ich keine Ahnung, wo er die entsprechenden Variablen setzt.
Hier mal meine /etc/slim.conf

//edit: Es scheint definitiv an slim zu liegen. Eben habe ich xdm installiert und direkt nach dem einloggen wurde ich auf deutsch begrüßt.
